figured out the issue. going to use a shorter length bolt and see if a fab shop will weld the end of the hole shut
what the f***
the timing issue came down, to what I had assumed it was, the tensioner.
Now after removing the tensioner.
Coolant came gushing out of the bolt hole.
at the end of the hole there must be a small crack where coolant is leaking out and causing the bolt to loosen.
What the hell do I do now

So this has happened a few times now with the same result
Timed the engine perfectly, put tension back on.
Start the car, car stops running after 3-5 seconds
Check the timing marks after the car dies(pushed the lower crank to 0 ) and the Cam mark has been 5-7 teeth retarded (while the crank is at 0)
all I can really see this being is a tension problem.
I just installed a new Asisn tensioner, the tension spring is stock.
