Ive looked at the steering wheel swap guide, but im not doing a swap, im just replacing my worn out wheel with an exact oem replacement. Can anyone giv me a step by step? Im especially concerned about the airbag blowin up on me. Any help will be greatly appreciated as toyota wants 100$ to do it. thanks!

Don't worry about the air bag, it needs a +12 volt source to go off.

There's one 7gen steering wheel replacement guide in the sticky threads of interior topics that might come handy, I also have some info in my mod thread (2nd page i believe).
Now it pretty much depends on what kind of steering wheel are you having. From what I know, 6gen Celicas have 3 different steering wheels (three-spoke w/ airbagn, three-spoke w/o airbag and four-spoke w/ airbag). You'll need Torx screwdrivers and a puller (it can be done without, but it's a lot easier with it).
As for the airbag: disconnect your battery (negative), and leave it sit for 10 mins so all the current discharges from the capacitors and such (i think it's 200-300 seconds in the manual, but leave it 10 mins just in case)...
