Why does the stock st205 wastegate actuator have 2 top ports? One connects to the cold side of the turbo but where does the other one go? Please help thanks

It goes to a (bcs) boost control solinoid or sometimes called the VSV. It how the car limits the boost to lower pressures in first and second gear. Its frequently bypassed when a manual boost controller is installed.
