Check and make sure all the bolts up there are tight - and that the bolts are actually THERE....
The easiest thing to do would be look at the bumper. See it says C-One on it. Go to parts database and filter by Exterior Styling. Find C-One body kit...

A SS-II Celica runs out of gearing at abotu 145 MPH
Unless it has super strut then it will have a close ratio box and run out at 137 MPH

5th gen celica mirrors are bolt on for the ST, as for aftermarket mirrors forget it, aftermarket support for celicas is a joke......
